TileMill is an application built on a suite of open source libraries including Mapnik as the renderer, a locally-served interface with node.js as a server, Carto as a stylesheet, Backbone.js, express, and CodeMirror. Upon rendering, it can load shapefiles, connect to a PostGIS database, as well as GeoTIFFs.
Additionally, by default, it renders to an MBTiles file. And for faster transfer and compression, there's an SQLite bundle of tile images. The basic output of static maps is PNG and PDF.
